The OSW Centre for Eastern Studies has warned that Russia’s planned cryptocurrency regulation could struggle to achieve its aims. According to the think tank’s assessment, Moscow may find it difficult to enforce a draft digital currency law in a market where users can move funds through decentralized platforms and overseas exchanges.
The core issue is the nature of decentralized finance. Unlike traditional financial institutions, DeFi services and many crypto trading venues operate across borders and are harder for any single government to control. OSW’s view suggests that even if Russia tightens domestic rules, market participants may still be able to bypass local restrictions by using platforms outside the country.
That raises wider questions about how effective national crypto regulation can be when digital assets are designed to move through global networks. Russia’s case highlights a broader challenge for regulators trying to monitor trading, reduce evasion, and keep activity within official channels.
The warning also points to possible effects beyond Russia. If major economies struggle to regulate crypto markets in a consistent way, the result could add uncertainty for investors and increase concerns about stability across the global digital asset sector.
