China and Russia have joined with 29 countries to launch the World Artificial Intelligence Cooperation Organization, or WAICO, a new Shanghai-based group focused on artificial intelligence. The initiative is being presented as a coordinated international effort to shape how AI is developed and managed.
According to its founders, WAICO will promote what they describe as a people-centered approach to AI. The move also reflects a broader push by Beijing and Moscow to build alternative institutions in areas where they believe the United States and other Western powers have held too much influence.
By creating a new cooperation body, the participating countries appear to be signaling that AI governance, standards and access to technology should not be directed mainly by Western-led systems. The choice of Shanghai as the organization’s base underscores China’s central role in the project.
The launch of WAICO adds a new geopolitical layer to the global race over artificial intelligence. Beyond technical development, the new alliance highlights how AI is increasingly becoming a contest over rules, leadership and international control of emerging technology.
