The discussion took place on the sidelines of the ASEAN foreign ministers gathering in the Philippine capital. The setting highlighted how the Ukraine conflict remains a central issue even at broader regional diplomatic meetings, with major powers using the forum to press their positions.
Moscow’s account of the talks points to ongoing Russian opposition to Western military backing for Kyiv. Washington has continued to support Ukraine, while Russia has repeatedly argued that outside weapons supplies deepen the conflict and raise tensions with the West.
The Manila meeting between Lavrov and Rubio signals that senior US and Russian officials are still maintaining direct contact despite deep divisions. Even so, the message from Russia suggests there has been no easing in its stance on US support for Ukraine.
